PEC Experts Meeting on Building Energy Code of Pakistan:
A meeting to consider the ways and means for the adoption and implementation of
the Building Energy Code of Pakistan, prepared by ENERCON, Ministry of Environment,
was held at PEC Headquarter, Islamabad on 9th February, 2010, headed by Engr Senator
(R) Rukhsana Zuberi, Chairperson PEC.
The members were of the view that PEC being
a regulatory entity and having past experience of Building Code, may facilitate
its implementation, and they deliberated upon to find out different challenges encountered
in this regard. It was brought out to the attention of the Council that as much
as 30% of the total energy consumption goes to the building sector out of which
over 50% can be saved through comprehensive measures. It was agreed that all future
building designs should be based on energy efficient building code. Moreover, retrofitting
of existing buildings will also significantly conserve energy through effective
construction material and equipment. It was proposed that the existing labs. of
all engineering universities be strengthened and subsequently mandated as its centre
for compliance of the building energy code. Similarly, PSQCA and PCSIR, Ministry
of Science & Technology may be also strengthened to follow up the energy policies/parameters
in this sector.
A special Task Force will be formed at PEC level for continuous supervision and
monitoring of the development and compliance of the building energy code. Awareness
strategy for all stakeholders for compliance of building energy code was stressed,
besides incentives for the users alongwith continuous professional development in
collaboration with the partners.
PEC ensured its full support for the implementation and assistance in this regard
and also offered its new building at Peshawar to be designed and built in compliance
of Building Energy Code and international certification.
