Introduction

The Pakistan Engineering Council is a statutory body, constituted under the PEC Act 1976 (V of 1976) amended upto 1st December 2016, to regulate the engineering profession in the country such that it shall function as key driving force for achieving rapid and sustainable growth in all national, economic and social fields. The council shall as its mission set and maintain realistic and internationally relevant standards of professional competence and ethics for engineers, and license engineers, and engineering institutions to competently and professionally promote and uphold the standards.

PEC interacts with the Government, both at the Federal and Provincial level by participating in Commissions, Committees and Advisory Bodies. PEC is a fully representative body of the engineering community in the country.

Vision

To regulate the engineering profession with the vision that it shall function as a key driving force for achieving rapid and sustainable growth in all national, economic and social fields.

Mission

To set and maintain realistic and internationally relevant standards of professional competence and ethics for engineers, and their licensing to promote and uphold the standards; and shall function as an apex body to regulate the quality of engineering education and the practice of engineering and technology.

About PEC

The Pakistan Engineering Council (PEC) is the regulatory authority for the engineering profession in Pakistan. It registers engineers, accredits engineering programs, and ensures professional standards. PEC is a full signatory of the Washington Accord and a member of the International Professional Engineers Agreement (IPEA), which enhances global recognition of Pakistani engineers. It plays a key role in advising the government on engineering policies and promoting quality education. PEC’s international affiliations mark significant achievements in aligning Pakistan’s engineering standards with global benchmarks.

Engr. Waseem Nazir

Engr. Waseem Nazir currently serves as the Chairman of Pakistan Engineering Council (PEC), having assumed leadership in 2024.

With over four decades of experience in engineering, project management, and professional leadership, he brings a wealth of knowledge and strategic vision to the Council. He is also the Managing Director of MM Pakistan (Pvt.) Ltd., one of the country’s leading engineering consultancy firms.

As Chairman, Engr. Nazir is committed to uplifting the engineering profession in Pakistan by aligning PEC’s policies and practices with international standards. His leadership focuses on enhancing transparency, modernizing regulatory frameworks, and expanding opportunities for engineers both at home and abroad. Under his guidance, PEC has launched several key initiatives, including pathway to practice, Graduate Engineers Training Program, Brain Gain Portal, stronger industry-academia linkages, and Smart PEC to support engineers across the country.

PEC Functions

Accreditation

Accreditation by PEC ensures that engineering programs meet both national and international education standards. Graduates of these accredited programs are eligible to register as engineers in Pakistan.

Engineer registration with PEC certifies graduates from accredited programs to practice professionally in Pakistan and aboard (Complaint with Washington Accord).Fresh graduates become Registered Engineers (RE), while experienced ones can qualify as PE.

CPD is a mandatory process by PEC that ensures engineers continuously update their knowledge and skills throughout their careers.

Firm Registration

Firm registration with PEC allows engineering companies or consulting firms to operate legally and offer professional engineering services in Pakistan. Only PEC-registered firms are authorized to undertake government and public sector engineering projects.
