PEC Graduate Engineer Trainee (GET) Placement Program
1. Background & Rationale
Recognizing the critical need to bridge the gap between academic learning and professional practice for young engineers, and to strengthen national development through technical support in public sector departments, PEC proposes the deployment of fresh engineering graduates as Graduate Engineer Trainees (GETs) for a period of five (5) months. This structured “House Job” style initiative will contribute toward enhancing employability, providing practical exposure, and promoting public sector performance.
2. Program Objectives
· To provide fresh engineering graduates with hands-on experience in nation-building projects and public service delivery
· To enhance the employability and competence of young engineers through structured mentoring and deployment
· To create a collaborative framework between PEC and Provincial Governments for engineering capacity building
3. Key Aspects of Program
· Structured deployment for a period of five months.
· Assignment of GETs in relevant departments based on discipline and availability.
· Development and implementation of a robust reporting and monitoring framework.
· Monthly disbursement of stipend by PEC to the deployed trainees.
· Capacity building and feedback from hosting departments.
4. Roles and Responsibilities
PEC Shall:
· Develop and maintain a national pool of eligible engineering graduates
· Conduct orientation and briefings for selected GETs
· Nominate GETs to department/industry for placement
· Disburse monthly stipends directly to each GET during the deployment
· Design and implement a performance monitoring and feedback mechanism
· Issue experience certificates upon successful completion of the deployment
Partner Organisation Shall:
· Identify suitable placements across department/ industry and provide demand of trainees
· Ensure the integration and engagement of GETs in technical and planning activities. Provide a professional and skill-enhancing work environment for GETs.
· Assign mentors/supervisors to provide oversight.
· Facilitate periodic reporting on performance and attendance.
· Support evaluation and provide institutional feedback to PEC.
This MoU shall remain valid for an initial period of three (3) years, renewable by mutual consent.
5. General Provisions
a. A joint monitoring mechanism shall be developed including: Monthly reporting, mid-term and end-of-term evaluations and joint review meetings as per requirement.
b. The deployment of Trainee(s) does not create an employer-employee relationship with the host department and PEC remains responsible for all financial disbursements and contractual terms with the GETs.
6. Guidelines for GET Portal
a. Use GET portal to provide organization profile and nominate a focal person for coordination with PEC
b. Generate discipline-wise demand of trainee engineers based on strength of available engineering workforce and executed engineering projects
c. Signing a Memorandum of Understanding (MoU) for three years
d. Provide monthly monitoring & evaluation report via GET Portal to PEC for disbursement of stipend to the trainees
